All Malaysian Government Agencies To Implement Open Source Software

All Govt Agencies To Implement Open Source Software

Bernama - Friday, April 24

KUALA LUMPUR, April 23 (Bernama) -- The Malaysian Administrative Modernisation and Management Planning Unit (Mampu) expects all government agencies to implement open source software (OSS) by end of next year.

To date, 462 agencies from a total of 720 agencies have implemented OSS, which managed to provide a savings of more than RM47 million, said Mampu deputy director of ICT (information and communications technology) policy and planning division, Tan King Ing.

"We had utilised the OSS development model for rapid development of product at a lower cost by building upon existing solutions," she said at a media briefing here today.

Eight OSS products have been developed for use by all public sector agencies, she told reporters.

To further contribute to the industry, Mampu and Multimedia Development Corporation (MDeC) will host the 2009 MSC Malaysia Open Source Conference from May 31 to June 3.

Targeted at business executives, developers and the open source community, the conference is expected to attract about 1,000 local and overseas participants, said MDeC vice president Saifol Shamlan.

With the theme "Open to Change", the conference aimed to provide exposure and knowledge on the importance of open source in enhancing competitiveness with a lower cost of ownership, Saifol said.

"The conference provides a platform for participants to actively interact, share and exchange their views, ideas and tools on the latest trends and issues," he said.

Among the speakers lined up are representatives from Mozilla, Google, Microsoft, Linux, Red Hat, Sun Microsystems, Extol, Ubuntu-my, Krimmet, Hack In The Box and Universiti Teknikal Malaysia Melaka (UTeM).

Saifol said the OSS industry has shown a positive trend and remained resilent despite the global economic crisis.

"We want the industry to be viable and growing," he said, adding that about four percent of the MSC Malaysia-status companies was currently in the OSS business. -- BERNAMA

More info about Hackathon Day MSC Open Source Conference 2009

A competition will be hosted by PHP.net.my in conjunction with MSC Open Source Conference 2009 and will be held in Berjaya Time Square Hotel and Convention Centre Kuala Lumpur, Malaysia from May 31st (Sunday) to the 3rd of June (Wednesday) 2009.

We would like to invite all the members from PHP.net.my and anyone who is interested to join the committee. The contest will be held 2 weeks before the actual event that ends on the 31st of May 2009 and the winner will be announced on that same day.

The winner of the competition will be granted cash prizes totaling RM 10,000.00 for all 5 categories. The prize money is sponsored by Microsoft Malaysia.

For now, PHP.net.my will choose 20 applications in 5 categories
1. Forum
2. Groupware
3. Blog
4. eCommerce
5. CMS/Portal

All the applications above will be asked to support the main database of MSSQL 2008. The applications are yet to be determine but in my opinion, it would be related to Wordpress, Drupal and PHPBB.

The terms and conditions for the approved application must be the support of the main database for MSSQL. There may be a training or free courses that will be held in KL on “HOW TO” use PHP with the support of MSSQL and also on how to connect PHP with MSSQL using the existing drivers in PHP or PDO. (These workshops will also be sponsored by Microsoft)

The first steps required are:
1. Participation of Volunteers
2. Suggestions for related applications. Please note again that there are 20 application in 5 categories.

With this I hope that all the members of PHP.net.my will contribute ideas to the competition and help in raising the image of PHP.net.my. On MDeC side, participation can also improve opportunities for funding future developers. I will be updating the community from time to time with regards to this competition within this forum.

Please start you discussion. TQ

p/s: all the source code in the competition will be contributed back to the community (AND REMAIN OPEN SOURCE)

*** MSC Malaysia Open Source Conference 2009 Highlight ***

** Hackathon Day (31 May 2009) **

- Adempiere Number One Open Source ERP Software. Learn OSS development from the Leader himself.

- Lamp2Win. Making PHP applications to work with MSSQL

- Install Fest

Common portmanteau word for “installation festival”; Linux user groups frequently run these. Computer users are invited to bring their machines to have Linux installed on their machines. The idea is to get them painlessly over the biggest hump in migrating to Linux, which is initially installing and configuring it for the user’s machine. Pick your distro like Ubuntu, Fedora, OpenSuSe, PCBSD and more.

This include OSS for Windows like OpenOffice.org, GIMP for Windows, Mozilla Firefox and many more.

- MyCert Web "Intrusion: Practical analysis with OSS tools"

Malaysian Computer Emergency Response Team (MyCERT) was formed on January 13, 1997 and started its operation fully on March 01, 1997. Operating from the office of CyberSecurity Malaysia, MyCERT provide a point of reference for the Internet community here to deal with computer security incidents and methods of prevention.
